About this opportunity
This is a continuing 2018 Great Lakes Restoration Initiative and a notice of intent to award single source cooperative agreements to the University of Minnesota and Michigan Tech University, and to SharedGeo without competition under justification 505DM 2.14.B. (1), (2), & (4) for an on-going project to operationally monitor and map changes using remote sensing technologies across the Great Lake Basin. These universities are unique to this project since they hold the satellite imagery and algorithms being used in this project through a unique federal/university partnership which would be infeasible through any other approach. Both universities and SharedGeo have demonstrated unique and complimentary technical and computing features to accomplish the main goal of the project with is wetland and habitat changes over time. The U.S. Fish & Wildlife Service has substantial involvement since it is 1) guiding the product development on behalf of our conservation partners; 2) acting as the federal link to requesting future satellite imagery collects that would be impossible at a state or local scale since we are using federally licensed commercial satellite imagery; 3) the federal partner to an MOU with Natural Resources Canada and Environment and Climate Change Canada on behalf of this binational effort to restore and oversee the Great Lakes system.
