Any commercial, international, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization(s) capable of successfully reducing children’s participation in child labor and assisting youth in obtaining non-exploitive, non-hazardous employment. Lack of past experience with USDOL cooperative agreements, grants, or contracts does not bar eligibility.

About this opportunity

This Notice of Intent (NOI) is not a request for funding applications. Subject to the availability of funds, USDOL’s Bureau of International Labor Affairs (ILAB) intends to award, through a competitive and merit-based process, one or more cooperative agreements to organizations to implement a project(s) in El Salvador and Honduras to support the two countries’ efforts to increase the capacity of at-risk youth to access non-exploitive, non-hazardous work opportunities in Honduras and El Salvador. Specifically, the project will: provide quality, market-relevant skills training to at-risk youth, primarily from communities with high crime and violence levels, in a safe and secure learning environment; provide follow-up services to help those youth secure and retain employment; and foster sustained employer involvement in both the development of the market-relevant skills training and job placement for at-risk youth. The Employment and Training Administration (ETA)’s Office of Grants Management anticipates publishing the Funding Opportunity Announcement (FOA) in Fiscal Year 15. This NOI does not include an FOA or any attachments. It only constitutes a notice of USDOL’s intent to publish an FOA at a later date.
